Abstract
Nowadays even in some countries where have not been involved in war for many years, the issue of constructing shelter is considered seriously. And people in various ways equipped their workplaces and their residential houses with shelter facilities, and also other civil defense stuffs. To relate shelter constructing activities, with the possibility of war outbreak in future is not correct, and the history of war is concurrent with human history, and the threat of war will always exist, and having a shelter is an essential condition during the period of existence of destructive and long range weapons.
