Abstract
Public accommodations in cities play a significant role in normal conditions, crisis, as well as passive defense. Public accommodations include emergency centers, trams, assistance and rescue, police and fire department. The locations of these establishments in the cities are very important in their functions and the service quality at the shortest possible time. There have been many models proposed for the issue of city accommodation positioning. In the most of these models it has been used from an optimization process according to the quantitative or qualitative criteria. Failing to consider aggregation conditions in such models has led to the decrease in the optimality precision.
