Abstract
The article analyzes the construction of a joint human rights agenda between the European Union and Brazil, focusing on civil society organizations and their cooperation projects developed in the area. The article has as main conceptual framework the process of global governance, within which civil society organizations have gained prominence. The EU's growing rapprochement with civil society organizations has contributed to the development and improvement of the human rights agenda in the country, reflecting the bloc's growing concern to legitimize its actions in the area.
