Abstract
This article aims to study the formation of the Quadrilateral Summit established in 2009 comprising Afghanistan, Pakistan, Russia and Tajikistan. This forum signalizes both the return of Russia as an important player in Central and Southern Asia and the affirmation of a new sort of regionalization based on South-South cooperation.
